In most area it is not as good as the F-35 promises to be, but it is a lot cheaper. Realistically it comes down to politics and strategy. Take for example the recent case of the Swiss government buying Grippens when the military test clearly showed that the Rafale was superior. Or even the USAF tanker contract that was awarded to Airbus before being changed to Boeing. Most of the decision is about who you want to give your money to, who is promising the most returns on your contract, how big do you want your air force to be… The aircraft itself is only one of the parts of the contract.
