The F in F-117 is a misnomer on purpose to deceive foreign intelligence. It’s a precision strategic bomber. It has very little maneuverability, no air-to-air capabilities, and is pretty slow (subsonic) in modern fighter standards. Its main mission is to evade air defenses, so dogfighting would definitely be a no-no.
The F-22 wins because it has better thrust-to-weight, thrust vectoring, and advanced missile heads that can “look” where the pilot is looking with his helmet. The pilot does not need to completely get behind the enemy plane, just looking at it allows him to lock on and fire. Though I think an F-15 would still have a chance in the hands of the right pilot.
