I’m actually working through my cognitive scientist lenses, which generally agree with the Compatibilism theory of Free Will. You have free will, it’s just you’re only going to make the choice that your currently-held information backs as the best choice. So, yeah, they’re responsible, but no more responsible for that than you are for driving a car or any other unethical, probably morally evil, acts that we commit every day that lead to the deaths of people worse-off than we are. No politics involved, that’s cognitive philosophy, cognitive science and philosophy of ethics.
I find the deaths of a few people who pledged their lives to protect material wealth for people who are more well-off than we can ever imagine not as bad as what is currently happening to the people who feel that they have to become pirates as the best possible option.

EDIT2: Also, you should probably bone-up on your Marxism, because I don’t think you know what that means, despite your soon-to-be hasty Wikipedia research-induced response.
